The first non-U.S. president in organization’s 57-year history

Alexandria, Va. (Jan. 12, 2012) – Eduard J. Emde, CPP, has advanced to the presidency of ASIS International (ASIS), the largest organization for security management professionals worldwide. Emde is principal consultant for BMKISS Europe, an independent security support organization based in the Netherlands, and the first non-U.S. practitioner to serve as president of ASIS. Emde joined the organization in 1990 as a student.

“The intrinsic value of ASIS is the composition of the membership body. Over the course of its long and rich history, ASIS has established itself as the leading forum for security practitioners to expand and deepen their understanding of security best practices through peer-to-peer education and networking,” stated Emde. “My primary objective as president is to grow membership globally, while also continuing to broaden and enrich the overall membership experience for all members.”

Mr. Emde has more than 20-years’ experience in security and security risk management. Previously, he served as manager, consultancy services for Interseco in The Hague, Netherlands, and as head, safety and security, at the European Space Agency’s European Space Research and Technology Centre. He’s also served as a security consultant with KPMG's Forensic & Integrity Services and as vice president, group security with ABN AMRO Bank.

In addition, Mr. Emde has served on the boards of various associations in the field of risk management and security, including the Dutch Society for Risk Management and OSAC Netherlands. A Certified Protection Professional (CPP) since 1998, he previously served as regional vice president in Europe and as a board member and chair of the Benelux Chapter. Mr. Emde has also served as a trainer for CPP review courses.

He received a master’s degree in Organisational Analysis and Behaviour from Lancaster University in the UK and degrees in Business Administration and Dutch Law from Erasmus University Rotterdam. He holds CPP and CISSP certifications.

Emde resides in Wassenaar, the Netherlands with his wife Yolanthe and his son Floris.

Perpetuity, a company of independent researchers, is undertaking a study of the security sector. They are inviting three groups of people to conduct an on-line survey, they are:

1. Directors and Managers of a company providing security goods and/or services

2. Buyers of security goods and/or services (e.g. Security Managers/Directors of corporations and public/voluntary bodies, Facilities Managers and Procurement specialists).

3. Security officers or supervisors of security officers who undertake security guarding duties. This covers static and patrolling duties protecting company assets, Cash and Valuables in Transit work, Close Protection, Door Supervision, Public Space Surveillance (CCTV), Immobilisation, restriction and removal of vehicles and Key Holding.

The Bribery Act and your business

The Bribery Act will make it necessary for small businesses to put new policies in place, and could change the way you manage client relationships and secure contracts. It was originally due to come into force this April, but is now coming into force on 1 July 2011.

What is the Bribery Act?

The Act will replace existing anti-corruption statute and common law — laws which have been decided by judges based on the outcome of cases. The Act outlines four offences of bribery and introduces a new corporate offence of bribery, and at the same time makes it easier to prosecute offenders.

In summary, the Bribery Act will:

· Introduce a corporate offence of failure to prevent bribery by persons working on behalf of a business. A business can avoid conviction if it can show that it has adequate procedures in place to prevent bribery.

· Make it a criminal offence to give, promise or offer a bribe and to request, agree to receive or accept a bribe either at home or abroad. The measures cover bribery of a foreign public official.

· Increase the maximum penalty for bribery from seven to 10 years imprisonment, with an unlimited fine.

Guidance has been published to help businesses adopt procedures to prevent their employees from committing bribery, to help business owners understand the difference between bribery and hospitality, and avoid falling foul of the Act. As well as advising on anti-bribery procedures the guidance includes practical case studies on hospitality, facilitation payments and joint ventures.

How can I prepare for the Bribery Act?

Now that the guidance has been published, firms must go through a process of understanding what the Act means and what it entails. It will be a bit of a grey area for a while, until the courts have started interpreting and applying the test.

You will have to be prepared to review what you do, who you’re working alongside, who you’re contracting with and how you’re maintaining those client relationships. You will also have to make your workforce aware of what is expected of them, by including it in your published policies.

Will the Bribery Act actually have much of an impact on my firm?

It depends on the type of firm. If you do foreign business and large value contractual work requiring governmental consents then it will almost certainly have an effect on you. For firms dealing with consumers, such as retailers, it won’t have much effect at all.

If you deal with foreign companies or officials in some countries, it is the norm to pay fees to facilitate what government officials should do anyway and to speed up the process — it’s not even frowned upon. However, the Bribery Act will also apply to UK firms abroad which will mean that such facilitating payments could well be considered a bribe.

For those that negotiate deals and contracts with other companies and government officials, you will need to ensure that your hospitality is proportionate. It will still be fine to take a client for a meal at the local restaurant, but disproportionately lavish gifts may be considered an offence under the new Act.

Abstracts on all security related topics are welcome. Particular topics of interest are: supply chain security, loss prevention, hotel security, intellectual property, maritime piracy, terrorism, executive protection, internal theft and fraud, competitive intelligence, brand protection, physical security, cyber security, investigations, due diligence and global business issues.

The conference will feature 33 high-level educational sessions divided over 3 parallel tracks. In addition, sessions for Chief Security Officers (CSOs) will be organised by the CSO Roundtable of ASIS International.

We would like to remind you that commercial presentations will not be selected. However, a limited number of sponsored speaking slots for commercial presentations has been made available and we kindly invite you to contact Michiel Gen at the ASIS International EMEA Bureau for more information.

Presentation slots are 50 minutes and should include time for Q&A. Only English-language presentations will be accepted.

Also included is the text speech from Baroness Angela Harris, ASIS Patron, that was read out by ASIS Chairman, Mike Alexander. Lady Harris is also a Patron of the NVA.

The NVA is desperate to raise funds for its annual conference, which includes, respite care, support and counselling for those bereaved by homicide. Currently, the conference is unlikely to go ahead, because of lack of funding: the charity received very little from central government.

ASIS has set up a donations page on the Just Giving site and hopes that both individuals and companies will feel able to support this charity.

Also included is the text speech from Baroness Angela Harris, ASIS Patron, that was read out by ASIS Chairman, Mike Alexander. Lady Harris is also a Patron of the NVA.

The National Association for Healthcare Security has appointed Peter Finch CPP as its National Chairman. Peter, (52) - is a former officer of the Royal Air Force Security (Provost) Branch where his work encompassed counter intelligence, counter terrorism, royal and nuclear security.

Peter has an extensive managerial, organisational and operational background in security and is currently the Security Adviser to Sandwell and West Birmingham Hospitals NHS Trust - the 7th largest NHS Acute/Teaching Trust Hospital in the UK. He has also served for 3 years as a Non-Executive Director of the Board of the NHS Counter Fraud and Security Management Service, a Special Health Authority based in London.

The ASIS International UK Chapter has an annual award named in honour of much respected former chairman, Mervyn David: this is usually awarded for services to ASIS or the wider security community.

The chapter have decided to widen the scope this year and are pleased to make the 2010 award to David Hines, founder of the charity The National Victims Association http://www.victimsfirst.co.uk. David founded the charity in 1992 following the murder of his 23 year old daughter Marie.

The Charity supports families bereaved through homicide by providing respite events, specialist bereavement counselling, legal advice, advocacy and creative therapeutic projects for children. Patrons of the charity include former Lord Chancellor, Lord Charles Falconer QC, Commander David Johnston QPM and Baroness Harris of Richmond, who is also Patron of ASIS in the UK.

David’s work has been recognised on several occasions and he is a previous winner of the Scarman Trust Award, but ASIS UK hope that recognising David Hines in this way will come as a small tribute the work he been doing for almost 20 years, encourage him to continue and raise the profile of the charity within the security community. Fundraising is desperately hard at the best of times and the NVA face a constant struggle. The main focus currently is to raise money for their annual conference and respite event in July 2011 which without support will not take place.

David will be presented with the award at the ASIS Spring event on March 16^th 2011 in the City of London. Former winners of the ASI Mervyn David Award include David Dickinson, (then) Chief Executive of the BSIA and Rt. Hon. Bruce George, MP.

The Security Alliance - Position Paper

The Security Alliance is a coalition of representative security organisations formed to consult with Government and the Security Industry Authority on the future of regulation of the security industry. The Security Alliance represents over 80% of the regulated industry whose aim is to ensure that a new “smarter” regulatory framework is established based on the principles shown at Annex A to this paper.

The Government has announced that it is seeking to have a phased transition to a new regulatory regime and that it has asking the Security Industry Authority to put forward proposals, following consultation with industry. The Alliance sees that it is important to work with other industry stakeholders, the SIA and the Government to have a united position in developing a regulatory regime that is acceptable to all. This paper is intended to set out to Government the Security Alliance's position on the future of regulation in the security industry.

In order to fulfill its primary aim, the Security Alliance has set the following objectives:

· to provide the security industry with a single representative voice to Government on this issue;

· to consult with industry stakeholders to establish a consensual vision on the way forward for the regulated security industry

· to consider embracing the work being carried out by RISC (UK Security & Resilience Suppliers’ Community) on standards and regulation;

· to use a risk-based method of assessment in its deliberations;

· to develop compulsory business registration in the regulated security sector;

· to seek to establish a consistent regulatory regime that meets the approval of the devolved governments in Scotland and Northern Ireland; and

· to identify, debate and agree cost effective, robust and smarter regulatory processes to relieve regulated security of unnecessary red tape including:

o reducing regulatory costs to both businesses and licence holders, allowing quality businesses the opportunity to have more responsibility for their own regulation;

o identifying the most effective manner of ensuring regulatory compliance and enforcement;

o maintaining and improving standards and skills;

o ensuring an effective model to administer the regulatory regime; and

o considering other areas of regulation.

· To work with the SIA to produce, where possible, a fully costed proposal for Government to consider as the basis for a new regulatory regime.

Why?

The Security Alliance believes that achieving its objectives will result in:

· improved public safety, perception and trust;

· reduced regulatory costs, administrative and regulatory burdens;

· an efficient and smart system of regulation;

· precluding criminals and more specifically, serious and organised syndicates from operating within the regulated security industry; and

· maintaining credible links with the police and other stakeholders.

How will it achieve its aims?

In order to achieve its objectives the Security Alliance will create an effective representative structure. Using this structure the Security Alliance will:

· discuss and agree some basic principles and parameters with both the Government and the SIA;

· consider existing regulatory practices in the security industry and examine alternative and new concepts;

· provide the industry with a robust and fair consultation exercise on the future of the regulation of the security industry; and

· operate within the mandate provided by its members and work alongside the SIA to deliver a cost effective industry wide consultation.

The next preparation course for the CPP examination begins with distance learning commencing 16 January 2011, with a half-day Orientation Event on the afternoon of 12 January.

Now is your opportunity to pit your skills and knowledge against what is certainly the most difficult, but the most prestigious, security management examination in the world and to join the global body of over 6,000 certified security management professionals. Almost 9 out of every 10 candidates who follow the UK Chapter programme, developed and delivered by ARC Training, pass the examination first time.

The preparation process will take you through 4 months of guided distance learning, during which you will need to be able to allocate about 40 hours a month to study. Upon successful completion of the distance learning tasks, you will then join your colleagues for a week’s intensive classroom study at ARC.

Upon passing the examination, you may then elect to use your CPP award to take your studies further with Buckinghamshire New University, first to the Certificate in Security Management at postgraduate level, and subsequently, perhaps, by joining the University’s MSc in Business Continuity, Security and Emergency Management programme, for which you will be exempt the first of the three modules.

It was announced recently that Buckinghamshire New University has recognised the ASIS Certified Protection Professional (CPP) certification as a component of the Certificate in Security Management. This certificate, which is at postgraduate level (NQF level 7), enables holders to advance their studies towards an MSc at the University.
This partnership has received further support from not one, but two Baronesses. At meetings at the House of Lords on 21st October representatives from ASIS (Vice Chairmen Graham Bassett and Mike Hurst, and Certification Representative David Creswell), Buckinghamshire New University (Phillip Wood MBE, Head of Work-based Learning and Principal Lecturer in Security) and Skills for Security (Chief Executive, David Greer) were welcomed on the terrace of the House of Lords by Baroness Ruth Henig, Chair of the Security Industry Authority.
At a later meeting Baroness Angela Harris, the Patron of ASIS Chapter 208 added her support. Baroness Harris had earlier been on the Woolsack in her role as a deputy Speaker of the House of Lords.

At the time of the initial launch Baroness Henig is quoted as saying: “The formal education of individuals, both those already working in security-related roles and those newly starting their career, is one way in which the industry can continue to move forward and maintain its aim to drive up standards and so create a better and safer environment for the public.” On a previous occasion, she had described holders of the ASIS CPP designation as “beacons shining out in the landscape of private security”.

ASIS International Members Appointed to New Czech Government

Brussels (15 July 2010) – Three members of ASIS International, the preeminent organization for security management professionals worldwide, have been appointed to the new government of the Czech Republic on 13 July. The President of Czech Republic, Václav Klaus, selected a new centre-right coalition government following the parliamentary elections held in May 2010.

Godfried Hendriks, CPP, Senior Regional Vice President for Europe of ASIS International commented, “The appointment of no less than three of our colleagues to such influential positions is illustrative of the global reach and the quality of the ASIS membership worldwide.”

Mr. Vít Bárta, a former Board member of the Czech Chapter of ASIS International, has been appointed Minister of Transport for the Věci Veřejné political party. Mr. Bárta was General Director of ABL, a leading provider of security services in the Czech Republic.

Dr. Miroslav Zahalka, current Chairman of the Board of the Czech Chapter of ASIS International, was appointed Deputy Minister for Information Technology. He also represents the Věci Veřejné political party. Dr. Zahalka was Information Director at ABL.

Mr. Michal Moroz, Secretary and Past Chairman of the Board of the Czech Chapter of ASIS International, was appointed Deputy Minister of the Interior representing the TOP09 political party. He will be responsible for strategy and management. Mr. Moroz was Managing Partner of Moroz & Partner and an adviser to the Interior Ministry.

Next week the new cabinet will begin the preparation of its policy statement which it plans to submit to the Chamber of Deputies on August 10, prior to the required vote of confidence.

Messrs Bárta, Zahalka, and Moroz are founding members of the ASIS Chapter 252 in the Czech Republic.

Encouraging news in the UK Security industry – but not for everyone.

In encouraging news for the UK Security industry, 380 of the top 957 companies in the market are growing at more than 10% per annum and making healthy profits. However, according to industry analysts Plimsoll, while many of these companies are breaking new ground and leading a sustainable recovery in the market, there are 93 other companies whose headline grabbing sales growth masks something much more sinister.

David Pattison, senior analyst and author of the new Plimsoll Analysis explains, “Firstly, it makes a nice change to have some positive news to report. 380 growing, increasingly profitable companies have either tapped into a new, fast growing revenue streams or are just the best performers in the old ones. Anyone struggling to make the most of the recovery should look at these companies and ask themselves ‘what do these guys sell, make or do differently to me?’”

However, Pattison warns that there are 93 companies achieving this eye catching sales growth but their profitability tells a very different story, “Essentially there are 2 types of growth in the market – Good v Bad. 93 companies have achieved over the 10% sales growth but in doing so have seen their profit margin collapse. They are simply overtrading. The accolades of growth are all well and good but the bills need paying too. More worrying, 22 of these companies have been loss making for 2 years – even with double digit sales growth I doubt they will make it to a third”.

On the subject of companies getting it wrong at both ends of the scale, Pattison offers this warning, “While the market continues to recover and the 380 top performers show the way, there are 139 companies facing a very bleak future indeed. Losing sales, profits and probably most of their remaining options, these companies have been rated as Danger in our report. Time is running out and only a takeover or a rapid turnaround is likely to redeem their situation”.

A UK student won the ASIS 2009 Student Writing Competition.

The competition rewards college and university students who conduct research and write an academic paper on an issue relevant to the security and assets protection profession.

The graduate winner is Irfan Pandoor at the University of Salford, for his paper “Leveraging Low Cost Solutions.” Pandoor is getting a master’s degree in international business.

The undergraduate winner is Tim Jordan at the University of Public Administration in Bremen, Germany, who is majoring in risk and security management. His paper was titled “Protecting Information and Intangible Assets in the 21st Century.”

Pandoor will receive $1,500. Each winner also receives a complimentary registration to ASIS 2010 in Dallas, October 12 to 15. Two honorable mention winners will receive awards of $500 each. Entries were judged on several criteria, including the creativity of the students’ approach to the topic, organization of the material, overall writing quality and the author’s ability to analyze information sources and draw relevant conclusions.

New Chapter Patron

Baroness Harris of Richmond has been involved in policing and security for 30 years. In this time she has been Chair of the North Yorkshire Police Authority, Deputy Chair of the Association of Police Authorities and a former member of the Service Authority National Crime Squad and Police Negotiating Board.

A former Justice of the Peace, Angela Harris is also Deputy Lieutenant of North Yorkshire, a member of the Court of the University of York and High Steward of Ripon Cathedral.

Angela Harris has acted as a former Party Chief Steward at Federal Conferences for the Liberal Democrats where her duties included ensuring conference security.

A Liberal Democrat Life Peer, she is a Deputy Spokesperson on Northern Ireland and member of the Home Affairs Team for policing matters. She is a Deputy Speaker of The House of Lords.

The President of the National Association of Chaplains to the Police, she is also a Patron of Lister House, a Royal British Legion residential home exclusively for ex-Service men and women and their dependants. Lister House also offers places for younger people who could benefit from their specialist care and rehabilitation facilities.

She is Patron and a passionate supporter of the National Victims’ Association (www.victimsfirst.co.uk), the UK’s largest and longest established specialist homicide support charity.

This interest in policing and security (as part of the wider police family) is one of the factors that led her to accept ASIS UK Chairman Mike Alexander’s invitation to become Chapter Patron. She feels that whilst there are clear and distinct dividing lines between the private security industry and police forces and that security officers must not replace or be mistaken for police officers, there are also areas where private security can be of help and support.

At this time when police budgets are under such pressure Baroness Harris is interested in those areas where private organisations can support and liaise with police forces and add to the totality of security in an area.

As Patron of the Chapter, Angela Harris looks forward to attending and speaking at ASIS Members’ Events and to hosting ASIS UK members at The House of Lords.

She will be speaking at the next ASIS Members’ Event on 18th March.

£1.8 billion - the cost of the global recession on the UK Security industry

The recession has cost the UK Security industry £1.8 billion in lost profit in the last year according to new research by market analysts Plimsoll.

David Pattison, senior analyst and author of the Plimsoll Analysis – Security, says “The recession has hit the sector hard with more than half of the companies analysed in our new report making less profit than they were a year before. The bill in lost profits stands at £1.8 billion”.

When pressed for a reason for this collapse in the bottom line of companies throughout the market, Pattison suggests, “With demand so subdued and the resultant competition, many companies are unable to charge the price they need to make healthy profit margins. In the absence of pricing power many companies will have to make painful but necessary cutbacks in the next 12 month”.

However, the burden of lost profit is not being shared equally as Pattison explains, “498 companies have bore the brunt of the downturn. These companies have seen their profit margins decimated and in the absence of a big upturn in demand will have to cut their cloth accordingly. Watch out for further job losses and closures as these companies as they look to claw themselves back to profit next year. If they fail to act quickly they could find themselves running out of cash”.

On the other hand, there are still companies getting it right in spite of it all, “Amazingly, there are 282 companies that have maintained or increased their profit margins in the last year. All things considered that’s a pretty good achievement. While some of these companies made cut backs to match their lower sales expectations others have managed the Holy Grail – they have grown their business and increased their profit margins in a recession. Those companies prove that an efficient business selling the right product to the right market can still succeed in the UK Security industry”.

During the London IAP conference, 25—26 January 2010, there will be a CSO Roundtable Lunch—do you qualify to attend?

Full membership criteria can be found here but in general you need to work for an organisation with a turnover >US$1 billion in gross annual revenue, or one that is:

part of the critical infrastructure or;
a significant government agency or department or;
a well-known national/international location (e.g. a major art gallery.)

You must be:

an ASIS member
the highest-level security professional in your organisation (CSO, VP of loss prevention, CIO, etc.)
N.B. A deputy-level person (a CSO’s direct report) can join if the CSO joins or ‘approves’ in writing the deputy’s application to join. (The CSO may not have time to participate but wants his/ her deputy to participate in the Roundtable.)

As the main topic for the Member’s Meeting on 20th November is Corporate Travel and Hotel Security, I have taken the opportunity to consider the sage-like wisdom of that great hotelier, Basil Fawlty http://www.youtube.com/watch?v=uOgdVZHuFjA . So if you want to see the Sydney Opera House, the Hanging Gardens of Babylon, Krakatoa erupting or herds of wildebeest sweeping majestically across the plain then this event may not be for you.

If, however, you want a stunning London Docklands setting, some excellent presentations from industry experts ( including a briefing from NaCTSO on the emerging threat in Northern Ireland) and the opportunity to network with your security industry peers over a good buffet lunch, then State Street Bank on 20th November is definitely the place to be.

In the afternoon, following the seminar, many members take the opportunity to catch up with old friends and make new ones in the many local hostelries, perhaps enjoying a small glass of liquid refreshment (home-made lemonade or organic, alcohol-free beer for example).

1 in 4 companies are now loss making in the UK Security industry

1 in 4 companies in the UK Security industry is making a loss as the downturn continues to make life difficult. But how many of these 226 loss making companies have simply had a bad year and how many are burying their head in the sand is the subject of a new study.

David Pattison, author of a new market report into company performance in the market says, “Increasingly we are seeing companies making a loss for the first time in their history and I think they can rightly claim they are victims of difficult trading conditions. A quick refocus on profitability would ensure this an isolated occurrence – ‘the year the recession forced us into loss’”

However, market conditions are a flimsy excuse for a band of serial loss makers that are prevalent in the market. Pattison explains, “112 companies are making a loss for the second, even third year running. These companies are either blatantly undercutting the rest of the market to enhance or maintain market share or, more likely, have delayed making the painful decision more prudent companies have made recently. No one wants to trim costs, lay off staff, cancel dividend payments and the like but continuing on regardless is fast becoming unviable. They can’t bury their heads in the sand any longer”.

“I congratulate the management teams that have made the often difficult and unpopular decisions. They have cut their cloth according to the market conditions and as a result are more stable for it. Those failing to do so are running out of time and cash. Without a big increase in demand they cannot support their pricing strategy for much longer. Watch out for a number of failures in the coming months among the companies we have identified”.

ASIS and Security Institute launch SIA Survey

Dear member

In a new initiative to encourage end user feedback for the SIA, the Security Institute and ASIS Chapter 208 have collaborated on a short survey about the Approved Contractor Scheme, which is launched today. The survey, produced by the two largest membership organisations for security professionals in the UK in conjunction with the SIA, is an attempt to provide the SIA with much sought after opinion on the ACS.

This survey is a pilot of a new communications scheme, with SyI and ASIS working closely with the regulator. However, we are keen to stress that this particular survey is open to all end users of licensable security services, and the SIA would like to see as many responses being received as possible.

The SIA has gone on record recently concerning the low number of responses it received when reviewing licensing for in-house security officers, and it is hoped that the success of this short survey will open a new effective method of communication for them.
